A Woman Who Changed A Village

The ghoonghat is a hoary custom that serves to keep women subservient to men in Indian society

Can you imagine having to cover your head or face with a ghoonghat (traditional Indian veil) all the time just because you are a girl? Can you imagine not being able to speak in a normal volume, or having to lower your eyes in the presence of a male member? Can you imagine not being allowed to go to school? There are still a few villages in our democracy where women are subjected to this kind of treatment.

Chappar, in Haryana, was one such village until a few years ago. An orthodox, male-dominated Jat village, the Khap panchayat ensured that women there led a subservient life, neither seen nor heard. The birth of a girl child was treated as a calamity. Female foeticide was high. Little wonder that the village had the reputation of having the lowest boy-girl ratio in the State. Things changed in 2010, when Chappar got its first woman sarpanch, Neelam Sohan Lal. The daughter of an ex-serviceman, Neelam came to live in the village after marriage. She was shocked when her mother-in-law gave her a ghoonghat and told her that she should never be seen without it. She was aghast at the treatment meted out to the women of the village, and was determined to bring about a change in the mindset of the people.

Neelam's first campaign was against the ghoonghat. She urged the womenfolk to give it up, setting an example herself. The villagers were shocked. Even her in-laws were horrified. Only her husband supported her. Afraid of being punished by their menfolk, the other women refused. They were also apprehensive about breaking the age-old custom. Neelam educated the women about their rights and gradually succeeded in liberating almost everyone from the cumbersome garment. She then went on to launch campaigns for the education of girls and against social evils such as the dowry system and female foeticide.

Today, Chappar has become a village where women are treated with respect. They are involved in all village activities. Girls attend school and are encouraged to study and the birth of a girl child is joyfully celebrated with the distribution of sweets.
