Article 311
The Jammu and Kashmir administration will be setting up a special task force
(STF) to identify government employees who could be a threat to the nation’s
security and such people will then be terminated from service.
The task force will be headed by additional director general of police, Criminal
Investigation Department, and have four other member, and it will screen the
cases of employees suspected of activities requiring action under the proviso (C)
of Article 311(2) of the Constitution of India.

311. Dismissal, removal or reduction in rank of persons employed in civil
capacities under the Union or a State
(1) No person who is a member of a civil service of the Union or an all India
service or a civil service of a State or holds a civil post under the Union or a
State shall be dismissed or removed by a authority subordinate to that by which
he was appointed
(2) No such person as aforesaid shall be dismissed or removed or reduced in
rank except after an inquiry in which he has been informed of the charges
against him and given a reasonable opportunity of being heard in respect of
those charges Provided that where it is proposed after such inquiry, to
impose upon him any such penalty, such penalty may be imposed on the
basis of the evidence adduced during such inquiry and it shall not be
necessary to give such person any opportunity of making representation on
the penalty proposed: Provided further that this clause shall not apply
(a) where a person is dismissed or removed or reduced in rank on the ground of
conduct which has led to his conviction on a criminal charge; or
(b) where the authority empowered to dismiss or remove a person or to reduce
him in rank ins satisfied that for some reason, to be recorded by that authority in
writing, it is not reasonably practicable to hold such inquiry; or
(c) where the President or the Governor, as the case may be, is satisfied that
in the interest of the security of the State, it is not expedient to hold such
(3) If, in respect of any such person as aforesaid, a question arises whether it is
reasonably practicable to hold such inquiry as is referred to in clause ( 2 ), the
decision thereon of the authority empowered to dismiss or remove such person or
to reduce him in rank shall be final.
'LEADERS SUMMIT ON CLIMATE'
On Earth Day, 22 April, the US President Joe Biden has decided to host a
meeting with the world's leaders titled the 'Leaders Summit on Climate'.
The world's top five highest emitters are China, The United States, India, Russia
and Japan. Biden has invited a total of 40 national leaders to attend this two-day
virtual climate summit.
Biden committed the United States to reducing its greenhouse gas emissions by
50%-52% below its 2005 emissions levels by 2030.

WEAPONS (OPCW)
India''s Comptroller and Auditor General (CAG) GC murmu was on
Wednesday chosen as the external auditor by a prestigious intergovernmental
organisation working for the elimination of chemical weapons, the Ministry of
External Affairs said.
The Hague-based Conference of State Parties of the Organisation for the
Prohibition of Chemical Weapons (OPCW) selected the CAG as its external
auditor for a three-year term starting 2021.

US COMMISSION FOR INTERNATIONAL RELIGIOUS FREEDOM
(USCIRF)
The U.S. Commission on International Religious Freedom (USCIRF), an
independent bi-partisan commission, has recommended for the second year in the
row that the State Department put India on a list (‘Countries of Particular
Concern’ or CPCs) for the worst violations of religious freedoms in 2020.
The USCISRF recommended that the administration impose targeted sanctions
on Indian individuals and entities for ‘severe violations of religious freedom’.
