The term "public policy" was first coined by the American sociologist Dr. William Joe. There is a subtle difference between the ethos and folklore used by Samanar. Compulsory  compliance or compulsion to comply  The proportion of coercion is greater in folk politics than in folklore. So when etiquette becomes more binding for the members of the society. Then they are called Lokniti. Some customs or rituals are very important from the point of view of social welfare. As such a society gradually becomes convinced, it indirectly forces the members of the society to follow them.In the society, severe punishments like financial penalty, death penalty, expulsion from the group are given to the person who does not behave according to the public policy. This forces the members of the society to behave according to the public policy. For example, man hunts a variety of animals. He eats meat from hunters. But eating meat is considered inappropriate in all societies. From the point of view of social welfare, man should not hunt man for meat. . The society was convinced that this ethos is very important from time immemorial. As a result, it can be said that the ethos of not eating human flesh has been transformed into public policy.

A form of public policy is a cultural punishment that determines the suitability or disqualification of a person's social behavior, treason for money, exposure of a man or woman in any public place without wearing any clothes, any, serious illness. Yet in all societies, behaviors such as the killing of a patient by a medical doctor are considered anti-cultural. The basic values of society are embedded in public policy. The basic cultural values embedded in folk politics are created by the people to follow. It can be said that the Lokmat behind Lokniti forces the members of the society to follow them. Thus, like folklore, so is public policy.

are universal. Since cultural values are inherent in folk politics, it is natural that the nature of many folk politics varies from society to society. For example, eating beef is against public policy. Such is the perception of Hindu society. Because Gomata is a cultural value for the Hindu community. Therefore, in all societies where beef is not of cultural value, eating beef is not considered an anti-populist act. Acting according to public policy creates similarities in the social behavior of the members of the society. It was possible for people with similar behaviors to adapt to each other. For all these reasons, the study of folklore as an integral part of culture has gained importance in sociology.
