Election Commission could have ordered in newspapers and made advertisement at cheap rates. A lot could have been done. And to say that the news does not reach every corner, then you know, in the rallies of leaders, the daily wage laborer who does not know how to read, nor does he have any existence on social media, he reaches first. The real publicity in politics comes from word of mouth only.
