Providing basic needs - health, shelter and food to its citizens is the top priority to every Government. Whenever a nation fails to provide these necessities, the number of dependent people (beggars) increases.

*Associated with the problems of poverty and unemployment is the problem of beggary which is a social problem of great magnitude and grave concern in developing countries. Beggars mean non-utilisation of available human resources and a load upon the existing resources of the society .

*Article 46 of the Indian constitution, mandates the state to promote with special care the economic interests of the weaker sections of the society and to protect them from social injustices and other forms of exploitations. Article 21, makes it obligatory for states worked towards ensuring socially ans economically just an equal life to all.

* Begging in India has become a big racket in the country . Infact there are begging cartels in cities like Delhi, Noida, Mumbai, Kolkata , etc. Each leader allots a particular territory for a group of beggars.  And the day's earning are shared amongst them. It is very difficult to find out who is a real beggar and who is not because they are dressed to earn that way. This is a scam. Many sting operations have revealed that babies are rented to give credibility to begging. Sometimes babies are drugged for the entire day so that they look sick and they can be easily carried from one area to another by the young women beggars .

*According to a conservative estimate ,3 lakhs children across India are forced to beg using everything from addiction to drug to threats of violence and actual beatings. They form the foot shelters of what is now a multi million rupee industry let by human trafficking cartels. Children are abducted and sold to the begging mafia in India. These kids then are tortured ,drugged and made to beg at traffic signals ,near temples ,hospitals and plush restaurants. They are even maimed for life. Half a million people in india are beggars. This menace has to stop. Government and charitable organisations should look after people who are aged and physically challenged. Vocational training should be given to them to rehabilitate them . Their has to be a continuous power to eradicate this social picture. Arms should be given to registered organisations. People should discourage beggars. Begging flourishes because people tend to be generous. And again there has to be continuous programs to instill this into the people that begging is a shame. On one hand we talk about human dignity and on that other hand we kill that human dignity when we apparently forget the blessing of God. And at the point every cremation ground so you've hundreds of people living in the near abouts and there are small shanties provide food to them. You just have to go to the shop and say that you want to feed hundred people then you're going to hear a whistle sound and from no where men, women and children accumulate and given 'khichdi' and vegetables and this is what happens for 3 meals and for generations they become beggars and they donot have the urge to work. Thus, begging has to come to a stop and even students can do so. The students of a certain school started an initiative " Har Haath Kalam " and these children through donation , charity ,personal domain removed 70 kids from street and now Khadi Udyog has come to help this children to get professional training so that they have a better life. This is how it should be and with constructive program begging can come to an end.
