The civil services in India started way back after 1886 by British Government of India, known as Indian Imperial Service.
Professionalism is the keyword in civil services. It has 4 components which are as follows:-uniformity, efficiency, neutrality and anonymity. Civil services means the civil servants who are the permanent executive branch of the Republic of India. In India ,Parliamentary democracy can be superior on paper but all the actions and responsibility for running the country is on the shoulder of civil servants. Article 311, of constitution gives civil servants right that no subordinate can dismiss them from their posts.
Evolution of Civil services in India :- Started from Ancient time; according to Arthasastra; “mantrins” were advisor to the king and “amatyas” were civil servants. Later on, In medieval period; During Mughal era, civil services was on basis of Mansabdari system. Post Independence -It was started as open entry system based on academics and personality development of any individual, tenure was fixed.
Civil services Reforms are important changes taken by the Govt. of India to improvise the efficiency ,capacity and execution of the policies in well deliberate manner. There were various problems faced by civil servants which were needed for implementation for betterment of our country .It was needed to allow and believe the individuality of civil servants to work on different policies .Problems were like- Political interferences ,diverse and fragmented trainings, inconsistency in trainings ,rule book bureaucracy, alleged to status Quoist etc.
The most recent and biggest reform took place is “Mission Karamyogi ”-Under the National Program for Civil Services Capacity Building made various changes:- Shift from Rules-based to a Role -based" Human resource management. Emphasis role of “On site learning ” in complementing “Off site learning” Linking trainings and development of competencies. Transforming training institutions into Centre. Ministries to directly invest and co-create a common learning system Focus on massive scale training on e-learning. Digital learning platform IGOT has been also started under this program which will deal with local problems and provide them a good solution to cope up the problem. like:- To provide learning anywhere, anytime to about 1.25cr civil servants, Content curation to evolve into a vibrant world class marketplace. To create continuous ,frictionless ,guided capacity building for all civil servants. Supported by Robust e-Learning system.
