Growing Demand For Caste Census

Hello, Everyone hope you all are doing well and safe in this pandemic. 

So you all must have heard the demand of Caste census by Bihar's Chief Minister Nitish Kumar and ten other parties (regional parties), he led ten a party delegation from the state met Prime Minister Shri Narendra Modi on 23rd August for their demand of caste  census . But what is it and why the regional parties are demanding for it ?first we should understand that What is census so it is a official process of calculating the population with their details like age, gender, occupation, education. In India Census is conducted under the provision of Census Act 1948.In every ten years Census take place in India. It  is conducted to know the structure of the Indian population so that according  goverment can easily make any policy and run the administration by keeping in view  the welfare of people of the country. 

For very first time complete census of India was conducted in 1830  , In 1881 the first synchronous census was held. 

Now what is  Caste Census ? It means inclusion of caste tabulation of India's population as we all know that is every census of India it publish the population of Schedule caste, schedule tribes, Dalits and Adivasi, socio, economic state, languages. But it does not include Other Backward caste (OBC), till the year 1931 OBCs were included in the census of India (under British Rule) after 1947 this practice was stopped in India and caste base census till now are not conducted. But as Bihar Chief Minister and deputy Chief Minister  and others are demanding for it this demand is not new one , after the gap of ten years when census is conducted it is demanded. They are demanding it because there is no documented data on OBC, population. Which is count for more than half of the country's population and are the target of many welfare schemes like reservation in government jobs and in education. 

In 2018 the Mr. Rajnath Singh ( union minister at that time) had said that the count of 2021 census will be on caste basis (seems that it will  be conducted in 2022)but the government seem to be reluctant. 

Prime minister Mr. Modi has not given any decision on it till now, according to the experts it is because if central government will accept it it will result in a loss to it's vote Bank as many regional parties will rise and those which are existing will try to attract the public on caste  basis and may be after the caste census the other parties will try to pressurize the government for reservation. If it will not accept it than there is the fear that government will be criticised by the public for not working for the welfare of the people of the country. 

What are the pros and cons in actual for the country. 

So, on the one hand we want India as a secular nation on the other hand if the policy of caste based census will be adopted the division of society on the basis of caste will become more strong and it will also create the chaos. 

But there will be some positive effect if it will be adopted like - it will help to understand actual structure of population, will help help in making the welfare related policies, particular caste will get advantage through welfare policies, will help in enumerating the marginalized.
