The first Earth Observatory and Panchang were built in Ujjain during the time of Varahamihira.  Aryabhata, Varahamihira Through Bharotpal, Brahmagupta, Munjal etc., the tradition of astrology continued to flourish till Sripati, Bhojdev, Labhacharya, Bhaskaracharya etc.  The meeting of the Equator and the Tropic of Cancer occurs in the sky of Ujjayini, that is why this city was considered suitable for deciding the time in astrology.

 Kumbh festival is also held here along with Haridwar, Prayag and Nashik due to the nectar spilled in the shipra due to the nectar obtained from the churning of the ocean.  The Kumbh, which takes place on the arrival of the Guru in Leo, is called Simhastha.  Shri Krishna, who gave great knowledge of Gita, had received education here at Sandipani Ashram.  By building a grand complex of Mahakal in such a divine city, Chief Minister Shivraj Singh Chouhan bowed down to Mahakal, blessed his life and made his position meaningful.  

Some may question that where there is divinity, what is the need of grandeur.  They do not know that it is the physical manifestation of the divinity that becomes the grandeur.  Only by worshiping the embodiment do people reach the intangible and the common man, being impressed by the magnificence, walks on the path of being overwhelmed by the divinity.  

There are many practical aspects to this religious ritual as well.  The main thing is that devotees of Mahakal coming from all over the world can easily have darshan.  The service of the devotees is also said to be the service of God.  The facilities and means will increase the number of devotees and provide employment to many people.  The financial condition of many will improve and Narayan's grace will shower on the poor.
