Whenever you are messaging through your default message app you may notice while messaging the network bar side you will get a E+ or 2g sign because the bands which are needed to send message works at 2g or E+ that's why you may face that your data is turn on but its not working while messaging .

My personal experience .
My device is oppo A31 and it comes with 4G support and it has a great feature that it provides dual channel switch however if your device is connected to wifi or cellular data service . At some areas like a close room I almost accessible to 4G but at very low latency which can text or load a app while cellular data is on . But when it comes to areas which are at height like multistorey building it very poor to meet the service even in the elevator it looks a 50-50 ratio of providing the 4 service.
If you are traveling better is to turn on the data roaming so it helps you to carry up your needs of data with your consumption.
